"15 days: Mainland Britain is Quarantined."
"28 days: Mainland Britain has been destroyed by the rage virus."
"5 weeks: the infected have died of starvation."
"11 weeks: An American-led NATO force enters London."
"18 weeks: Mainland Britain is declared free of infection."
"24 weeks: Reconstruction begins."
28 weeks passed and Mainland Britain had begun to be repopulated on the Isle of Dogs, and referred to as District One as a safe zone. However, an unusual individual was brought into the area and found to be infected with the rage virus. Though she did not show any symptoms, she was still a carrier of the virus, and passed it to her husband when he came to see her.
From there the virus spread at a rapid rate, and proceeded to reclaim the Mainland once more.
32 weeks from initial infection, the virus found its way across the waters into mainland Europe, and from there spread like the next great plague. No one was safe.

It has been three months since the wizarding world centered around London. Three months of repairing all damage; of putting up protection charms to keep the infected out, but to let the healthy enter. New charms and spells have been created to cope with the infected without killing them directly, but they continue to die of starvation.
Their numbers are low now, but a few have managed to survive by picking off those that had initially survived the virus, not to mention cannibalism. A specialized team of wizards has been formed to search for these surviving muggles and retrieve them before they can suffer such a fate.
More and more are being brought in each day and being assimilated into the new London. Magical buildings that used to be hidden from muggle view are now in plain sight, save for one exception: the Ministry of Magic. While an agreement on assimilation may have been made, and surely muggles cause no means for any sort of threat, the Wizengamot believed that it be best if the location of this particular building remains hidden.
